It is built with web technologies like HTML, CSS, JavaScript, specifically CoffeeScript and Less. It is based on Electron framework that enables cross-platform desktop applications using Chromium and Node.js.
Atom has installable packages that add extra functionality to it. An example is Teletype, which allows collaborating on code right from the editor.
